SUFFOLK, Va. (NNS) – Vice Adm. Mike Gilday, commander, U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F), visited with Sailors and civilians assigned to Navy Cyber Defense Operations Command (NCDOC) at the Joint Staff Suffolk Complex, Jan 12.
The purpose of the visit was to engage with a small group of Sailors and civilians to gain insight into their experiences in defensive cyberspace operations. In particular, Gilday expressed interest in the training undergone by analysts and the environmental factors they believed allowed them to flourish.
“We’re really good at standardization, and we need some of that in organizations,” Gilday said. “But what we really need is to give people opportunities and create the environment that encourages that certain level of trust needed for those Sailors and personnel who have the best ideas.”
During the visit, Capt. Julia Slattery, commanding officer, NCDOC, spoke with Gilday about NCDOC’s development of a defensive cyber concept and strategic plan.
"It is a balance. At NCDOC we strive to execute defensive cyberspace operations with a mindset that allows for consistent processes to operate globally, with our regional partners as necessary, but that also empowers us to remain adaptive, with the agility necessary to pivot in order to maneuver effectively. This is not a static domain so we do not execute ops that way," Slattery stated.
NCDOC’s mission is to execute defensive cyberspace operations and enable global power projection through proactive network defense and reports operationally to FCC/C10F.
U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy’s Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an Echelon II command.
U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, electronic warfare, cryptologic/signals intelligence and space.
