PEO EIS’ legacy as the DON’s defense business systems and enterprise IT acquisition agent

Change in the Department of the Navy (DON) is a regular occurrence with the establishment and disestablishment of projects and programs based on the DON’s current needs and emergent mission requirements.

In May 2020, it was the Program Executive Office for Enterprise Information Systems’ (PEO EIS) turn to stand down to make way for two new program offices that will enable modern service delivery and agile delivery of information technology (IT) to the DON.

During its 14 years of existence, PEO EIS’ work was vital to the DON’s overall success. As the DON’s defense business systems and enterprise IT acquisition agent, PEO EIS developed, acquired and delivered network services and business and logistics systems that are the backbone enabling the DON’s day-to-day administrative, business and financial operations. Additionally, PEO EIS tailored and accelerated acquisition processes, implemented new technologies and migrated systems to the cloud while focusing on the customer experience and ensuring cybersecurity. PEO EIS provided Sailors, Marines, DON civilians and their support systems with the services needed to complete their missions and the tools to manage their careers.

PEO EIS accomplishments

Below are some key milestones during PEO EIS’ history.

2006

  • PEO EIS was established in the spring of 2006 when Assistant Secretary of the Navy (Research, Develop and Acquisition Delores M. Etter changed the DON’s acquisition management structure resulting in the establishment of PEO EIS. Etter changed several Direct Reporting Program Managers (DRPM) that had progressed to the point of no longer requiring direct ASN(RD&A) supervision to program offices reporting to the then Program Executive Office for Information Technology (PEO IT) and re-titled PEO IT to PEO EIS to better reflect the future scope and strategic mission of PEO EIS.

The initial programs that were part of PEO EIS were:

  • Navy Marine Corps Intranet (NMCI)
  • Base Level Information Infrastructure (BLII)/Outside Continental United States (OCONUS)
  • Navy Enterprise Network (ONE-Net)
  • Navy Enterprise Resource Planning (ERP)

2010

  • The NMCI Program Office (PMW 200) awarded the NMCI Continuity of Services Contract (CoSC), the bridge contract between the original NMCI contract and the Next Generation Enterprise Network (NGEN) contract, which was being developed by the NGEN Program Office. NMCI CoSC ensured continuity of network services and positioned the DON to move from a contractor-owned, contractor-operated network to one that is government-owned, contractor-operated model. Under NMCI CoSC, the DON purchased NMCI’s intellectual property, also known as government purpose rights, and the NMCI network infrastructure – except for end user devices – from the contractor.

2013

  • Navy ERP, managed by what has become the Navy Enterprise Business Solutions (Navy EBS) Program Office, achieved full operational capability. Today, it is the Navy’s financial program of record managing nearly 56 percent of the Navy’s Total Obligation Authority with 72,000 users across six Navy systems commands.
  • The Naval Enterprise Networks (NEN) Program Office awarded the NGEN contract, which allowed the DON to take over full command and control of NMCI, moving it from a contractor-owned, contractor-operated network to a government-owned, government-operated network.

2015

  • eDIVO, the first Sea Warrior Program (SWP) developed mobile application was created. To date, SWP has developed 28 mobile apps with more than 833,000 total downloads.

2016

  • The Data Center and Application Optimization (DCAO) Project Office awarded the Navy’s first commercial cloud production contract, which facilitated the provisioning of infrastructure-as-a-service (IaaS) and shared services for Navy business systems.

2017

  • The PEO EIS Acquisition Team contributed to the development of DoD Instruction 5000.75 Business Systems Requirements and Acquisition. The policy document written specifically regarding the acquisition of defense business systems was issued in February 2017. DoDI 5000.75 is one of several DoDI 5000-series acquisition policy documents that the PEO EIS Acquisition Team has assisted in updating over the years. Another major effort was the recent 5000-series policy rewrite and transition to the Adaptive Acquisition Framework (AAF), which is a major effort that creates multiple pathways to enable tailored solutions.
  • Developed by SWP, the first version of the U.S. Navy App Locker, a mobile application and accompanying website with download links to official U.S. Navy developed apps, was launched.
  • SWP created MyNavy Portal, the single point of entry for Sailors’ personnel needs. Since it launched, there has been 13 major updates to MNP plus hundreds of minor upgrades.

2018

  • The Navy Commercial Cloud Services (NCCS) Project Office awarded the Navy Commercial Cloud Blanket Purchase Agreement (BPA), which offers a centralized vehicle to assist DON Mission Owners in acquiring commercial cloud services and professional support services from multiple cloud providers. Since the BPA was awarded, more than 28,700 services have been added to the BPA to support Navy stakeholder cloud requirements.
  • GCSS-MC implemented Release 12 (R12). This critical upgrade provided the Marine Corps with a modern reporting and business intelligence capability, strengthened the Marine Corps’ cybersecurity posture, increased audit readiness, and provided GCSS-MC with a technically advanced supply chain capability.
  • The DCAO Program Office was disestablished on Sept. 30 after consolidating 133 data centers (closing 59), migrating 2,187 servers and 163 systems, saving more than $21 million in savings related to hosting costs and impacting more than 700,000 Navy end users.
  • NCCS established the Naval Cloud Digital Marketplace to serve as a one-stop shop for all cloud related resources and provide centralized cloud knowledge and service on demand management. Through maximum automation, the Digital Marketplace offers more than 50 cloud service offerings, five service rate cards, a Cloud Service Catalog and Cost Comparison Tool along with additional features including dedicated training site and most recently the launch of a telework site in response to COVID-19.

2019

  • The PEO EIS Acquisition Team worked closely with the DON Secretariat staff for more than a year and a half in drafting the DON Business Capability Acquisition Cycle Interim Implementation Guidance, which was approved in January. The implementation guidance delegates responsibilities down, based on the level of risk, allowing EIS PMs to execute without redundant and unnecessary paperwork.
  • Navy EBS awarded the Navy ePS contract. A fully integrated end-to-end contract writing solution, Navy ePS will provide the DON contracting community with a full life-cycle contract management capability and facilitate integration with federally mandated systems, DON financial systems and industry.
  • Navy ERP received a technology refresh and upgrade to SAP HANA (high-performance analytic appliance) cloud-based platform resulting in faster operations in memory, data storage and processing. It is also the Navy’s largest IT system to migrate to the cloud.
  • The Special Networks and Intelligence Mission Applications (SNIMA) Program Office deployed an eReader 2.0 solution to a limited group of Navy leadership enabling users to replace their paper-based “Daily Intelligence Read Books” with electronic versions on tablets. eReader 2.0 provides enhanced capabilities such as the ability to digitally write on the documents with a stylus and send and receive emails.
  • GCSS-MC awarded the Post Deployment System Support (PDSS) contract to transition the Global Combat Support System – Marine Corps/Logistics Chain Management (GCSS-MC/LCM) Family of Systems from five disparate vendors to one. GCSS-MC/LCM It provides accurate, near real-time integrated logistics information and enterprise-wide visibility of logistics data. The sustainment and integration work accomplished by five disparate vendors resulted in costly and time-consuming sustainment efforts. The integrated PDSS contract provides the GCSS-MC program with a more agile, responsive and cohesive team enabling new initiatives as well as sustainment activities to be accomplished with improved cost schedule and performance across the enterprise.
  • NEN awarded the Next Generation Enterprise Network Re-Compete (NGEN-R) End User Hardware contract. The EUHW contract will supply the DON with end-user computing and peripheral devices. By the end of the three-year base period, more than 400,000 workstations will be refreshed.

2020

  • NEN awarded the NGEN Re-Compete Service Management, Integration and Transport (SMIT) contract, marking the Navy’s successful separation of NMCI services into multiple contract segments. The SMIT contract will provide base network services currently provided under the NGEN contract.
  • Supported the DON’s COVID-19 response efforts:
  • NEN rapidly expanded and deployed additional Virtual Private Network and Outlook Web Access capacity in supporting of teleworking Sailors, Marines, DON civilians and contractors Navy EBS white listed Navy ERP, allowing users to access the system from any commercial internet network.
  • SWP’s Authoritative Data Environment (ADE) reached Initial Operating Capability just in time to enable force management for the Fleet during COVID-19.
  • SWP updated the MyNavy Family app with COVID-19 information and other resources in support of the physical and mental health of Sailors and their families.
  • NCCS and the Enterprise Systems and Services (E2S) Program Office assisted in the Navy deployment of the Commercial Virtual Remote (CVR) environment by establishing the CVR help desk and the Navy Champions Network.
  • PEO EIS was disestablished to make way for two new PEOs, PEO Digital and Enterprise Services (PEO Digital) and PEO Manpower, Logistics and Business Solutions (PEO MLB). The offices previously aligned to PEO EIS were realigned to either PEO Digital or PEO MLB.
