The DoD Enterprise Software Initiative (ESI) is an official DoD initiative sponsored by the DoD Chief Information Officer (CIO) to lead in the establishment and management of enterprise COTS IT agreements, assets, and policies. DoD ESI lowers the total cost of ownership across the DoD, Coast Guard and Intelligence Communities for commercial software, IT hardware, and services.

DoD ESI was formed in 1998 by Chief Information Officers at the Department of Defense to save time and money on commercial software.

A joint team of experts (Software Product Managers or SPMs) consolidates requirements and negotiates with commercial software publishers, hardware sellers and IT service providers resulting in a unified contracting and vendor management strategy across the entire department.

In its first 10 years of operation, DoD ESI achieved a cost avoidance of over $3 billion off prices established on the GSA Federal Supply Schedule by negotiating discounts of as much as 86% off list prices for software, hardware and services. Smart purchasing practices yields better contracting terms and conditions for DoD programs.

Remedy Asset Management – On 28 Sept 2007, DoD ESI awarded contract number W91QUZ-07-A-0006 for Remedy software and other products and services. This contract was awarded to BMC Software Inc. This Blanket Purchase Agreement (BPA) runs concurrently with its underlying GSA Schedule and its period of performance expected to be a minimum of five years. This BPA has been designated as a DoD ESI Agreement and is open for ordering by all Department of Defense (DoD) Components and authorized contractors. Ordering is de-centralized and it is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under this BPA, and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404). Microsoft BPA
Agreement Overview: DoD ESI has awarded Blanket Purchase Agreements to CDW Government LLC, Dell Federal Systems LP, GovConnection, Inc., Insight Public Sector, Miniburn Technology Group, LLC, and SHI International Corp. under the DoD ESI for Microsoft Products.

These agreements will provide the most current commercially available Microsoft brand name licenses, Software Assurance, and subscriptions (to include Windows, Office 365 ), Azure, and bridge versions of Client Access Licenses among others) to the DoD. The scope of this effort is worldwide. Software offered through these DoD ESI Microsoft BPAs will meet the functional requirements and capabilities in the following categories: Business Solutions, Client Access Licenses, Developer Tools, Management Tools, Office Applications, Operating Systems, Server Software, Utility, Subscriptions, Mobility, and SA.

Enterprise Application Integration and Architecture Tools

IBM Software
IBM Consolidated Products – DoD ESI Program has awarded the IBM On-Ramp Blanket Purchase Agreement (BPA) with Softchoice, Inc. to provide IBM Software product licenses and maintenance to DoD agencies and their support contractors, the U.S. Coast Guard and the Intelligence Community. The BPA was awarded competitively against the GSA Schedule. Ordering is decentralized. Customers will use their designated contracting offices to process orders in accordance with FAR Part 8. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404). DoD contractors are encouraged to use the ESI agreements when approved by their contracting officer in accordance with FAR 51. Army customers must obtain a waiver if they wish to purchase outside of CHESS.

SAP Public Services, Inc. BPA
Agreement Overview – Blanket Purchase Agreements were awarded to Advantage Solutions, Inc., Carahsoft Technology Inc. and Oakland Consulting Group under the DoD ESI for SAP products.

Products include software licenses, software maintenance support, and information technology professional services. These BPAs were awarded non-competitively against GSA schedule. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA, and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404).

Note: SAP has acquired the software company Business Objects and Sybase. Current Business Objects and Sybase products are available on the SAP ESI agreements. The SAP BPAs may not offer some legacy Business Object products; however, those products may be obtained through GWACs to include GSA Schedule vendors.

Office Systems

Adobe Server BPA – DoD ESI established a non-competitive, single award Blanket Purchase Agreement against Carahsoft's GSA Schedule for their Adobe Server products and services, however, this BPA expired on 31 March 2019. Carahsoft will continue to fulfill orders and otherwise perform for orders placed on or before 31 March 2019. Customers who have Options in their orders may exercise them as long as Carahsoft's underlying GSA schedule remains active. It is anticipated that a follow-on vehicle will be awarded Summer 2019. Cybersecurity BPA

Expanse (previously Qadium) Agreement OverviewNOTE: In October 2018, Qadium officially changed its name to Expanse. This BPA was awarded competitively against GSA schedule. Department of the Navy Agreements

Use of DON ELAs, where available, is mandatory by all DON organizations and programs per the joint memo "Mandatory Use of DON Enterprise Licensing Agreements," which was signed Feb. 22, 2012, issued by the Department of the Navy Chief Information Officer, the Assistant Secretary of the Navy for Research Development and Acquisition, and the Assistant Secretary of the Navy for Financial Management and Comptroller.

DON Oracle II IDIQ
On May 31, 2018 the Department of the Navy (DON) awarded an IDIQ (Indefinite Delivery, Indefinite Quantity) contract for Oracle software. This new five-year ordering period supports DON Information Technology efficiency efforts by consolidating procurement of all Oracle software across the DON. DON ESL MS III 01 June 2018 - 31 May 2021: Due to the Microsoft II ELA expiring in mid-2018, the SSC Pacific DON ESL program awarded a separate Blanket Purchase Agreement (BPA) titled DON ESL MS III for Microsoft on 4 May 2018 to Insight Public Sector which is a three-year agreement with a period of performance from 1 June 2018 to 31 May 2021. This BPA is for licensing only and can be leveraged by DON employees for on-premises network access, Office 365 pilots, and full transition to the Microsoft Cloud. Red Hat
A Red Hat Enterprise Level Agreement was awarded Dec. 27, 2016 by the Department of the Navy, with an overall contract ceiling of $230 million over the five-year life of the contract, contract expiration Dec. 26, 2021, and enterprise discount rates based on product type.

The agreement consists of a Core Enterprise Agreement with consolidated ordering and funding, and a Catalog BPA, with decentralized ordering and funding. The Core EA is an enterprise-wide entitlement with an annual cap, and covers the following products: Red Hat Enterprise Linux (RHEL) Server x86 Variants; RHEL Client (Desktop and Workstation); RHEL Real Time; RHEL Add-Ons; RHEL Management and Provisioning Tools (Satellite).

DON VMware ELA II Agreement Overview The DON ESL Team (PMM 172.4) has established a 5-year, single award Blanket Purchase Agreement (BPA) with Dell on behalf of the DON. Dell is an authorized VMware reseller holding a General Services Administration (GSA) Federal Supply Schedule (FSS) contract. The BPA allows for two types of ordering, On-Cycle and Off-Cycle. On-Cycle ordering occurs on three (3) specific days each year throughout the 5-year agreement (i.e., dates on which the orders must be effective). These orders may include all VMware products. Both the funding and ordering of these requirements is the responsibility of the individual Command/Program. Annual co-termination of SnS will take place every 1 June. Two additional ordering days are available: 1 March and 1 September. The BPA allows for Off-Cycle decentralized ordering of all VMware products on an as-needed basis. Both the funding and ordering of these requirements is the responsibility of the individual Command/ Program. The Off-Cycle ordering period is valid anytime during the 5-year BPA. Activities should coordinate with their respective organization/program office and follow their current ordering and funding processes to place orders under this agreement.
Use of DON ELAs, where available, is mandatory by all DON organizations and programs per the joint memo "Mandatory Use of DON Enterprise Licensing Agreements", which was signed 22 February 2012 by the Department of the Navy Chief Information Officer, the Assistant Secretary of the Navy for Research Development and Acquisition, and the Assistant Secretary of the Navy for Financial Management and Comptroller.

SYMANTEC/VERITAS BPA
Under the DON ESL IT Efficiencies initiative, the Department of the Navy announced on April 3, 2014, that DLT Solutions was awarded the ESL fixed-price Blanket Purchase Agreement (BPA). This BPA is comprised of a base year with four one-year option periods. This BPA is open for ordering by the DON. All orders placed using DON appropriated funds. Government contractors performing work for the DON may order on behalf of and for the benefit of the DON if authorized by their cognizant Contracting Officer in accordance with the requirements of FAR 51 and/or DFARS 251 -- Use of Government Sources by Contractors, as appropriate.

CISCO/SMARTnet
The Cisco Technical Knowledge Library (TKL) provides Department of Navy users with access to valuable Cisco intellectual property, including a wide range of technical white papers, design guides and on-demand videos based on Cisco's broad network optimization expertise. There is also Cisco press titles, case studies, validated configurations, and self-study guides to help you understand and avoid common problems and accelerate learning on Cisco products and technologies. TKL is organized into five architectural solution modules — Wireless, Security, Network Infrastructure, Collaboration, and Data Center.

Cisco Technical Education (CTE) offers just-in-time training on network routing, switching, data center, and security technology, from any location. Department of Navy administrators may also develop curricula, track student activities and print portal utilization reports.

DON JELA Support Portal supports the entire Department of the Navy’s Cisco networking equipment and is consolidated under one master Joint Enterprise Level Agreement. A range of technical services are provided through that agreement. You now have available a new website, the Cisco DON JELA Support Portal, that provides a secure, single point of access to information about those services and how to request them. All new licenses, except for Endpoint Encryption Suite, require a separate LSJ.
