SECNAV Instruction 2400.3 Recognizes the Electromagnetic Spectrum Environment as a Warfighting Battle Space

On 5 October 2018, Under Secretary of the Navy Thomas B. Modly signed SECNAV Instruction 2400.3, “Electromagnetic Battle Space,” recognizing the electromagnetic spectrum (EMS) environment as a warfighting battle space on par with sea, land, air, space, and cyber. This new SECNAV Instruction establishes Department of the Navy (DON) policy to take an enterprise approach to all activities necessary for DON EMS operations, and includes assigning DON roles and responsibilities for developing, implementing, managing, and evaluating Electromagnetic Battle Space (EMBS) programs, policies, procedures, and controls to enable DON superiority in the EMBS.
This policy includes direction to coordinate enterprise capabilities within the EMBS to ensure EMS superiority and operational success across all warfighting domains, and to support the advancement of the EMS enterprise throughout research and acquisition activities to ensure EMBS superiority is considered and addressed in all phases of research, development, and acquisition.
This instruction includes specific responsibilities for the DON Office of the Chief Information Officer, the Chief of Naval Operations, the Commandant of the Marine Corps, and the Assistant Secretaries of the Navy for Research, Development and Acquisition; Financial Management and Comptroller; and Energy, Installations and Environment.
The EMS enterprise is the combination of DON policy, governance, organization, equipment, procedures, doctrine, information, facilities, training, and materiel necessary to conduct EMS operations and to achieve EMBS superiority. EMS dependent systems include all electronic systems, subsystems, devices, and equipment that depend on the use of spectrum to properly accomplish their function(s), regardless of how they were acquired (e.g., full acquisition, rapid acquisition, Joint Concept Technology Demonstration) or procured (e.g., commercial off-the-shelf, government off-the-shelf, non-developmental items).
