Based on the Department of Navy (DON) waiver request (Reference (a)) and agreement reached at the Executive - level Chief Information Officer (CIO) meeting (Reference (b)), the DON is granted a conditional waiver from the DoD information Assurance Workforce Program (Reference (c)) requirements. However, the conditional waiver does not relieve the DON from reporting requirements of the annual information assurance workforce improvement program (IA-WIP).

Based on the Department of Navy (DON) waiver request (Reference (a)) and agreement reached at the Executive-level Chief lnformation Officer (CIO) meeting (Reference (b)), the DON is granted a conditional waiver from the DoD Information Assurance Workforce Program (Reference (c)) requirements. However, the conditional waiver does not relieve the DON from reporting requirements of the annual information assurance workforce improvement program (IA-WIP).

The DoD CIO, Navy, and Marine Corps will work together to develop the DoD policy documents. The DON Program implementation will serve as a pilot to identify issues leading to efficient DoD policy development and eventual program execution.

Additionally, DoD CIO will lead the review and modification of the following requirements working with Components:

  • Revise Conducted in Command Cybersecurity Readiness Inspections (CCRI) and Cyber Security Service Provider (CSSP) cybersecurity workforce criteria (Reference (e)) to provide for use of the DON qualification criteria.
  • Examine amending the current 100% qualification compliance requirement.
  • Replace the Annual IA-WIP report with information aligned to current federal cyber workforce structure and guidance.
The conditional waiver remains in effect until the DoD Cyber Workforce instruction and manual are approved and promulgated. At that time, Navy and Marine Corps agreed DON, Navy, and Marine Corps policy and program will align to the DoD guidance.

The proposed Navy and Marines Corps "Experience Credential" will not be used to meet any qualification requirements in the SECNAV M-5239.2 Appendix 4 unless an agreement is reached between DoD CIO, Navy and Marine Corps, and appropriate DoD and DON civilian personnel policy organizations on its use.
