Ensuring Efficiencies in Spectrum Supportability Source Code Development

On June 5, 2018, Under Secretary Thomas Modly signed a memo establishing DON policy that spectrum related government developed source code shall be made available to internal DON organizations and other federal agencies in accordance with OMB M-16-21 ("Federal Source Code Policy: Achieving Efficiency, Transparency, and Innovation through Reusable and Open Source Software").

The DON periodically develops government funded and owned spectrum supportability software that is incorrectly treated as proprietary to the specific organization that developed it. As a result, organizations continue to spend time and money developing duplicative software code to support similar requirements. Current OMB policy directs that, except in certain proprietary and security related circumstances, government developed source code should be made available to other federal agencies upon request.

This memo has been distributed to DON leadership, with widest dissemination requested.
