SPAWAR Employees Receive High Honors from National Society of Black Engineers

The National Society of Black Engineers (NSBE) recently recognized two Space and Naval Warfare Systems Command (SPAWAR) employees for success in their careers and in their communities.

SPAWAR Systems Center (SSC) Pacific supervisory engineer Jimmie Williams II and SSC Atlantic systems engineer Sierra Williams won 2018 Golden Torch Awards. Jimmie Williams was honored for Lifetime Achievement in Government, while Sierra Williams was recognized as Professional Member of the Year.

Each year, NSBE honors individuals, companies and institutions that have produced a consistent body of highly distinguished work, served as role models for others and advanced opportunities for African-Americans within industry. NSBE recognizes accomplishments that enrich both engineers and the world with intelligence, talent and vision.

These award recipients exemplify NSBE’s mission “to increase the number of culturally responsible black engineers who excel academically, succeed professionally and positively impact the community.”

Through Jimmie’s affiliation with Phi Beta Sigma Fraternity, Inc., he mentored a recent San Diego State University graduate who studied electrical engineering.

“I am proud that a young engineering student that I mentored since his freshman year graduated this year and accepted a job with a technology company,” Jimmie said. “His position not only reflects his academic talents, but also the leadership and community service aspects he demonstrated during his college career. This is fully in line with NSBE's mission.”

Jimmie led the development of the first version of the Space and Naval Warfare (SPAWAR) Program Executive Office (PEO) Integrated Data Environment and Repository (SPIDER). SPIDER enables a different approach to business operations by utilizing a networked data environment to blend infrastructure, systems, processes and personnel data. It is a web-based system that connects commands such as SPAWAR, PEO Command, Control, Communications, Computers and Intelligence (C4I), Naval Sea Systems Command and others to an authoritative data environment hosting data required to support C4I modernization efforts. SPIDER assists in managing well over 1,000 C4I installations with values exceeding $100 million annually. Jimmie also oversaw the development and growth of a new core competency within SSC Pacific.

In 2009, SSC Pacific established an agreement with the Department of Homeland Security/Customs and Border Protection (DHS/CBP) to oversee changes to their terrestrial microwave communications infrastructure in the Southern regions of the United States. Jimmie’s skilled leadership and management acumen resulted in the project becoming a model of success within the DHS/CBP community, and resulted in additional business, significantly expanding the scope of the project.

Sierra is a systems engineer for the Common Submarine Radio Room (CSRR) in North Charleston, South Carolina. CSRR provides the overall system of systems architecture and infrastructure to allow for other C4I programs of record to operate in an undersea environment providing secured voice and data communications for all submarine classes. Sierra provides support and expertise through all phases of the CSRR process, including requirements, design engineering and procurement, integration, installation and post-delivery support.

Sierra has dedicated her career to helping others. She volunteers with many science, technology, engineering and math (STEM) outreach activities within the community. She enjoyed tinkering with toys as a child, and now she helps children ignite that same curiosity of figuring out how items are made.

“Sierra's passion and enthusiasm have revitalized the NSBE Charleston chapter, and has shown students that they too can become successful,” said Shanda Johnson, SSC Atlantic’s STEM outreach director.

Both awardees have made an impact on the future of SPAWAR, and positively influenced the next generation of scientists and engineers the nation and the Navy need.

SPAWAR identifies, develops, delivers and sustains information warfighting capabilities supporting naval, joint, coalition and other national missions. SPAWAR consists of more than 10,000 active duty military and civil service professionals located around the world and close to the fleet to keep SPAWAR at the forefront of research, engineering and acquisition to provide and sustain information warfare capabilities to the fleet.
