Memo on Approvals and Waivers for Obligation of Funds for Data Servers and Data Centers Released

On May 31, 2018, DON OCIO released a new memo, "Approvals and Waivers for Obligation of Funds for Data Servers and Data Centers." The memo provides updated amplifying guidance on the DON's implementation of authority delegated by the DoD Chief Information Officer (DoD CIO) to the Military Department CIOs for the approval of all data server and data center related obligations. This memo cancels and replaces the DON CIO memo, "Approvals/Waivers for Obligation of Funds for Data Servers and Centers," of Sept. 1, 2015.

It is important to note that in this update all mention of DITIP, the former way of reporting data center budget information to DoD, has been removed and replaced with updated DoD budget guidance. The new budgetary guidance provided for data centers is compliant with DoD's current FY19 budget guidance, and it has been confirmed that it will remain in alignment with DoD's FY20 budget guidance when it is released at a later date.

This update also provides a National Institute of Standards and Technology (NIST) based definition of a "data server" and provides examples of when "server hardware" is, and is not, considered a "data server." This definition of a "data server" will help the DON better determine when the existence of server hardware in a space constitutes the space being defined as a data center, and when it does not. Additionally, Component Enterprise Data Centers (CEDCs) have been added as a type of DoD data center.

This memo is to be disseminated to all Navy and Marine Corps data center owners, all data center resource sponsors, and to all command ITPR (NAV-ITAS and ITPRAS) and NDAA Waiver POCs.
