FORT GEORGE G. MEADE, Md. — The 2021 U.S. Cyber Command Legal Conference was held virtually Thursday morning, and livestreamed on the Defense Visual Information Distribution Service.
This annual conference explores current law and policy issues related to offensive and defensive cyberspace operations.
The conference included opening remarks from Army Gen. Paul M. Nakasone, the USCYBERCOM commander and National Security Agency director. Nakasone remarked on the complexities associated with working within cyberspace.
“Cyber Command and the National Security Agency are working together in a domain that remains legally and technically complex,” said Nakasone. “That merits the engagement of great lawyers to understand both the domestic and international legal and policy regimes that enable Commanders to defend critical national security networks, support our partnerships, and defend the nation.”
Other topics discussed during this year’s conference included challenges posed by foreign influence operations, the difficulty of achieving deterrence in cyberspace, a review of legal issues related to cyberspace operations in 2020, and a glimpse inside the development of cyber law and policy at the Department of Defense.
In addition to Nakasone, there were several other speakers including legal experts from public and private sectors. There were more than 6,000 viewers from 31 countries including Australia, Canada, New Zealand and the United Kingdom.
Partnerships with nations, interagency, and private sector were a large part of the discussion. Nakasone remarked on the benefits of the NSA’s growing partnership with industry.
“No one entity has complete visibility of malicious activity across all systems, software development, cloud environments or network traffic,” said Nakasone. “But through this kind of public-private collaboration, we make it increasingly difficult for our adversaries to operate against our nation's interests in cyberspace.”
