Enterprise Software Agreements — Updated Oct. 15, 2018

The DoD Enterprise Software Initiative (ESI) is an official DoD initiative sponsored by the DoD Chief Information Officer (CIO) to lead in the establishment and management of enterprise COTS IT agreements, assets, and policies. DoD ESI lowers the total cost of ownership across the DoD, Coast Guard and Intelligence Communities for commercial software, IT hardware, and services.

DoD ESI was formed in 1998 by Chief Information Officers at the Department of Defense to save time and money on commercial software. A joint team of experts (Software Product Managers or SPMs) consolidates requirements and negotiates with commercial software publishers, hardware sellers and IT service providers resulting in a unified contracting and vendor management strategy across the entire department.

In its first 10 years of operation, DoD ESI achieved a cost avoidance of over $3 billion off prices established on the GSA Federal Supply Schedule by negotiating discounts of as much as 86% off list prices for software, hardware and services. Smart purchasing practices yields better contracting terms and conditions for DoD programs.

Palantir – A DoD-wide Blanket Purchase Agreement was established non-competitively with Palantir Technologies to provide perpetual and cloud licenses, maintenance, services and training for products including Palantir Gotham and Palantir Metropolis. The Palantir ESI BPA is available to all DoD components, including the Intel community, and offers a 100% discount (no cost) on all training courses required with the purchase of Palantir perpetual and/or term licenses under an ESI issued task order. BMC
Remedy Asset Management – On 28 Sept 2007, DoD ESI awarded contract number W91QUZ-07-A-0006 for Remedy software and other products and services. This contract was awarded to BMC Software Inc. This Blanket Purchase Agreement (BPA) runs concurrently with its underlying GSA Schedule and its period of performance expected to be a minimum of five years. This BPA has been designated as a DoD ESI Agreement and is open for ordering by all Department of Defense (DoD) Components and authorized contractors. Ordering is de-centralized and it is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under this BPA, and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404). Oracle BPA
Oracle Products – Oracle software products and support include Oracle database and applications software licenses, software maintenance, support, and consulting services. They also include BEA, Primavera, and some Sun Microsystems product lines. The DoD ESI Program, in partnership with the GSA SmartBUY Program, has awarded multiple Blanket Purchase Agreements for Oracle products including licenses, media and software maintenance. The Oracle BPAs were awarded non-competitively against a GSA schedule. Ordering is decentralized. Customers should use their normal contracting shops to process orders in accordance with FAR Part 8. Research and Advisory BPAs
Gartner: is an independent technology and market research company that focuses on delivering research-based services to its customers. The company aligns research, data, advisory, and consulting services to customers' agendas and helps them understand existing and potential impacts of technology. Further, it works with its customers to create a customized package that fits their needs and is based on specific pre-established requirements that provide independent advice on tactical and strategic IT decisions as well as expert advice on a broad range of technical topics that specifically focus on industry and market trends.

Previously, a BPA was in place through DoD ESI for Gartner services that was available to all DoD components including the Intel community, that offered discounts of up to 5% off GSA prices, however, it expired on 30 April 2018. Customers who placed orders before this expiration date and/or have Options set in place that extend past it will continue to see these honored.

DoD ESI is in the process of establishing a new Agreement for the kinds of services provided by Gartner and expects to have it awarded by June 2018. In the meantime, there is a new GSA Schedule in place as of 16 March of this current year, and Gartner should honor the prices and Terms and Conditions set forth by GSA during the gap. Use of DON ELAs, where available, is mandatory by all DON organizations and programs per the joint memo "Mandatory Use of DON Enterprise Licensing Agreements," which was signed Feb. 22, 2012, issued by the Department of the Navy Chief Information Officer, the Assistant Secretary of the Navy for Research Development and Acquisition, and the Assistant Secretary of the Navy for Financial Management and Comptroller.

Oracle
The five-year agreement supports DON information technology efficiency efforts by consolidating procurement of all Oracle software across the department. This ELA, awarded to Oracle reseller DLT Solutions, gives the DON unlimited use of the following core products: Oracle Database Enterprise Edition, five Database Options (Data Base Life Cycle Management, Advanced Security, Diagnostics Pack, Tuning Pack, and Partitioning), and the WebLogic Suite. All DON organizations are required to use this agreement.

Microsoft
DON ESL MS III 01 June 2018 - 31 May 2021: Due to the Microsoft II ELA expiring in mid-2018, the SSC Pacific DON ESL program awarded a separate Blanket Purchase Agreement (BPA) titled DON ESL MS III for Microsoft on 4 May 2018 to Insight Public Sector which is a three-year agreement with a period of performance from 1 June 2018 to 31 May 2021. This BPA is for licensing only and can be leveraged by DON employees for on-premises network access, Office 365 pilots, and full transition to the Microsoft Cloud. A Red Hat Enterprise Level Agreement was awarded Dec. 27, 2016 by the Department of the Navy, with an overall contract ceiling of $230 million over the five-year life of the contract, contract expiration Dec. 26, 2021, and enterprise discount rates based on product type.

The agreement consists of a Core Enterprise Agreement with consolidated ordering and funding, and a Catalog BPA, with decentralized ordering and funding. The Core EA is an enterprise-wide entitlement with an annual cap, and covers the following products: Red Hat Enterprise Linux (RHEL) Server x86 Variants; RHEL Client (Desktop and Workstation); RHEL Real Time; RHEL Add-Ons; RHEL Management and Provisioning Tools (Satellite).

The Symantec Enterprise Software Licensing (ESL) Agreement consists of two products and price lists based on support of two OEM: Symantec & Veritas. All products within the Endpoint Encryption Suite, as well as maintenance renewals for all existing licenses, for both Symantec and Veritas, are covered under an approved Class Limited Source Justification (CLSJ). All new licenses, except for Endpoint Encryption Suite, require a separate LSJ. Navy Symantec/Veritas ELA - Endpoint Encryption
Under the DON ESL IT Efficiencies initiative, the Department of the Navy announced on April 3, 2014, that DLT Solutions was awarded the Endpoint Encryption Enterprise Licensing Agreement (ELA) for Symantec Software under the BPA. This ELA is comprised of a base year with two one-year option periods. This BPA is open to the Navy when using Navy appropriated funds. Government contractors performing work for the Navy may order on behalf of and for the benefit of the Navy if authorized by their cognizant Contracting Officer in accordance with the requirements of FAR 51 and/or DFARS 251 -- Use of Government Sources by Contractors, as appropriate.

The Cisco Technical Knowledge Library (TKL) provides Department of Navy users with access to valuable Cisco intellectual property, including a wide range of technical white papers, design guides and on-demand videos based on Cisco's broad network optimization expertise. There is also Cisco press titles, case studies, validated configurations, and self-study guides to help you understand and avoid common problems and accelerate learning on Cisco products and technologies. TKL is organized into five architectural solution modules — Wireless, Security, Network Infrastructure, Collaboration, and Data Center.

Cisco Technical Education (CTE) offers just-in-time training on network routing, switching, data center, and security technology, from any location. Department of Navy administrators may also develop curricula, track student activities and print portal utilization reports.

DON JELA Support Portal supports the entire Department of the Navy’s Cisco networking equipment and is consolidated under one master Joint Enterprise Level Agreement. A range of technical services are provided through that agreement. You now have available a new website, the Cisco DON JELA Support Portal, that provides a secure, single point of access to information about those services and how to request them. All new licenses, except for Endpoint Encryption Suite, require a separate LSJ.
