The DON CIO also maintains a public communication venue for civil rights and civil liberties inquires. The DON CIO administers a civil liberties program within the Department of Defense that fulfills the DoD's responsibilities under federal law, and that promotes and integrates an understanding and ongoing recognition of civil rights and civil liberties issues in DoD policies, procedures and operations.&lt;/p&gt;
