This memo details how the Department of Navy Chief Information Officer is responsible for establishing DON IT investment priorities to guide the Chief of Naval Operations (CNO) and Commandant of the Marine Corps (CMC) during the Program Objective Memorandum (POM) review cycle.

In accordance with references (a), (b) and (c), the Department of Navy (DON) Chief Information Officer (CIO) is responsible for establishing DON IT investment priorities to guide the Chief of Naval Operations (CNO) and Commandant of the Marine Corps (CMC) during the Program Objective Memorandum (POM) review cycle. In addition, the DON CIO is responsible for reviewing the IT budget submission to ensure compliance with all applicable DON, Department of Defense (DoD), and Federal standards. Lastly, DON CIO in conjunction with the Assistant Secretary of the Navy (Financial Management & Comptroller) is required to sign a Joint Statement of Compliance memorandum that accompanies the IT Budget submission and asserts the resources are complete and accurately aligned with the DON's primary budget, program, and acquisition materials.

To fulfill the duties outlined above, the DON CIO will develop the DON IT Capability Priorities, which will establish the specific IT Capability focus areas for each POM cycle. The goal is to influence the Services' internal IT capability prioritization processes towards a common set of capabilities and capability development goals. Establishing a unified DON position or understanding where the DON is accepting risk as it deviates from that position will allow us to present a common strategy during DoD-wide program review cycles.

The process and timeline associated with implementing the DON IT Capability Priorities are provided in enclosure (1) and will be fully executed during the POM FY 2020 cycle. Given the timing of this memorandum's release, the focus area for the FY 2019 review will be the Services' plan for transition to the Risk Management Framework (RMF). The RMF review will be executed during the DON summer budget review and will utilize existing budget review processes.

The DON IT Capability Priorities for the FY 2020 POM will be issued in accordance with the POM Guidance schedule. Resource Sponsors and Budget Submitting Offices should address the DON IT Capability Priorities when developing the FY 2020 Sponsor Program Proposals and IT Budget materials.
