Information Exchange Program briefing held at Warfare Center

PORT HUENEME, Calif.—Program Executive Office Integrated Warfare Systems (PEO IWS) Major Program Manager for International Programs and Foreign Military Sales Capt. Trevor King conducted a briefing at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), on the Information Exchange Program (IEP), here, March 24.

The IEP is the principal mechanism within the Department of Defense (DoD) for exchanging research, development, test and evaluation (RDT&E) information with foreign partners. Information exchange in Surface Warfare Systems Technology (SWST) was a key focus of the briefing at NSWC PHD.

Topics discussed at the briefing were opportunities for future RDT&E cooperation, standardization and interoperability; establishing and nurturing relationships between the technical communities of the United States and other nations; providing an avenue to stay knowledgeable about allied technology, capabilities and systems; establishing infrastructure to legally pass and receive RDT&E information; imparting the United States’ vision of the potential impact of information exchanges on various defense equipment programs; and reducing costs by avoiding unnecessary duplication of RDT&E efforts.

NSWC PHD has continuously served a crucial role in Data and Information Exchange Agreements (DEA/IEA) under major programs for DoD, including hosting events with subject matter experts and advocates for the Vertical Launching System Users’ Group and the America, Britain, Canada, Australia, New Zealand (ABCANZ) Information Exchange Agreement.

“This is in alignment with the Chief of Naval Operations’ lines of effort, particularly by regularly occurring interaction with our case managers then we provide that information so we have a running dialogue with Port Hueneme [Division] and we’ve continuously brought people out here,” said Capt. King. “We try to use this venue to maximize exposure and to minimize cost for the countries.”

PEO IWS institutes the IEP under DEA/IEA and related SWST and Electronic Warfare annexes. DEA/IEAs are the avenue for the U.S. Navy and foreign partners to jointly engage in cooperative RDT&E, sharing the costs and the resulting benefits in order to satisfy a common need or requirement.

NSWC PHD will be hosting an upcoming ABCANZ technical project officers meeting for surface warfare the week of May 22.
