Enterprise Software Agreements
The Enterprise Software Initiative (ESI) is a Department of Defense (DoD) initiative to streamline the acquisition process and provide best-priced, standards-compliant information technology (IT). The ESI is a business discipline used to coordinate multiple IT investments and leverage the buying power of the government for commercial IT products and services. By consolidating IT requirements and negotiating Enterprise Agreements with software vendors, the DoD realizes significant Total Cost of Ownership (TCO) savings in IT acquisition and maintenance. The goal is to develop and implement a process to identify, acquire, distribute and manage IT from the enterprise level.

Additionally, the ESI was incorporated into the Defense Federal Acquisition Regulation Supplement (DFARS) Section 208.74 on Oct. 25, 2002, and DoD Instruction 5000.2 on May 12, 2003.

Unless otherwise stated authorized ESI users include all DoD components, and their employees including Reserve component (Guard and Reserve), and the U.S. Coast Guard mobilized or attached to DoD; other government employees assigned to and working with DoD; nonappropriated funds instrumentalities such as NAFI employees; Intelligence Community (IC) covered organizations to include all DoD Intel System member organizations and employees, but not the CIA, nor other IC employees, unless they are assigned to and working with DoD organizations; DoD contractors authorized in accordance with the FAR; and authorized Foreign Military Sales.

Palantir – A DoD-wide Blanket Purchase Agreement was established non-competitively with Palantir Technologies to provide perpetual and cloud licenses, maintenance, services and training for products including Palantir Gotham and Palantir Metropolis. Sybase
Sybase Products – Offers a full suite of software solutions designed to assist customers in achieving Information Liquidity. These solutions are focused on data management and integration; application integration; Anywhere integration; and vertical process integration, development and management. Specific products include but are not limited to: Sybase’s Enterprise Application Server; Mobile and Embedded databases; m- Business Studio; HIPAA (Health Insurance Portability and Accountability Act) and Patriot Act Compliance; PowerBuilder; and a wide range of application adaptors. In addition, a Golden Disk for the Adaptive Server Enterprise (ASE) product is part of the agreement. Enterprise Application Integration and Architecture Tools

IBM Software
IBM Consolidated Products – Army CHESS and the Army Contracting Agency Information Technology, E-Commerce, and Commercial Contracting Center (ITEC4), have established an Enterprise Agreement for IBM software products on behalf of the DoD ESI. Products include licenses, media, and maintenance for IBM Rational, DB2 Information Management, Tivoli, Websphere, and Lotus software. For more information, contact the Government Contracting Officer or the Software Product Manager (SPM). The IBM (IMMIX) BPA was awarded non-competitively against GSA schedules. Sun Support Total Warranty 2 (SSTEW2) – The Defense Information Systems Agency has established multiple Enterprise Agreements for Oracle/Sun hardware and software support on behalf of the DoD ESI. These agreements were awarded with one base year and three option years. Products include Oracle/Sun hardware and software support, extended warranty, maintenance, education, incidental hardware and software, and system engineering and support services. The SSTEW 2 BPAs were awarded non-competitively against GSA schedule with one base year and three option years. The BPA expiration dates are January 27, 2017 provided all option years are executed. Autodesk

Microsoft Products – The DOD ESI has established multiple award Blanket Purchase Agreements against GSA Schedules for Microsoft products. The Microsoft authorized GSA Large Account Resellers listed have BPAs that include Licenses and Software Assurance for desktop configurations, servers and other products. In addition, any Microsoft products available on the GSA Schedule can be added to the BPA. Contact the Government Contracting Officer or the Government Software Product Manager listed under "POCs." The Microsoft BPAs were awarded non-competitively against GSA schedule. Ordering is decentralized. Customers should use their normal contracting shops to process orders in accordance with FAR Part 8. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404).

Gartner Inc.: Research and Advisory Services BPAs provide unlimited access to telephone inquiry support, access to research via websites and analyst support for the number of users registered. In addition, the services provide independent advice on tactical and strategic IT decisions. Advisory services provide expert advice on a broad range of technical topics and specifically focus on industry and market trends. The BPA Ordering Period commences 12/01/2006 and is effective for the term of the GSA FSS Schedule. Forrester Research: The Department of the Navy SPAWARSYSCEN Pacific Code 55390 and the Naval Supply Systems Command, Weapon Systems Support, Mechanicsburg, Pennsylvania have successfully completed the award of a new Blanket Purchase Agreement (BPA) for Forrester Research. Forrester Research is an independent technology and market research company which focuses on delivering research-based services to their customers. They align research, data, advisory and consulting services to their customer agendas and help customers understand existing and potential impacts of technology. The DoD ESI BPA contract with Forrester is available to all DoD components including the Intel community and offers discounts of up to 5 percent from GSA prices. Forrester will work with the various DoD components to create a customized package that fits each components' needs and is based specifically on their requirements.

Palantir Technologies: A DoD-wide Blanket Purchase Agreement was established non-competitively with Palantir Technologies to provide perpetual and cloud licenses, maintenance, services and training for products including Palantir Gotham and Palantir Metropolis. The Palantir ESI BPA is available to all DoD components, including the Intel community, and offers 100% discount (no cost) on all training courses required with the purchase of Palantir perpetual and/or term licenses under an ESI issued task order. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA, and to ensure that the vendor selected represents the best value for the requirement being ordered. Department of the Navy Agreements

New Oracle Database Enterprise License for the Navy

On June 13, 2013, the Department of the Navy awarded a DON Enterprise License Agreement (ELA) for Oracle software that is expected to save more than $60 million across the Future Years Defense Program. The five-year agreement supports DON information technology efficiency efforts by consolidating procurement of all Oracle software across the department. This ELA, awarded to Oracle reseller DLT Solutions, gives the DON unlimited use of the following core products: Oracle Database Enterprise Edition, five database options (Database Life Cycle Management, Advanced Security, Diagnostics Pack, Tuning Pack and Partitioning) and WebLogic Suite. All DON organizations are required to use this agreement.

Specific benefits of this Oracle ELA include:

  • Allows growth in license quantities for core products at no additional cost;
  • Employs centralized authorization, ordering and payment, which enables accurate visibility of Oracle software usage and enables better forecasting of licensing costs;
  • Provides unlimited data-sharing for all DON customers;
  • Enables robust IT asset management that controls future costs and prevents over-buying;
  • Positions the DON IT environment to achieve additional efficiencies and cost avoidance by being able to leverage emerging technologies such as virtualization;
  • Offers non-core catalog software products for purchase at a minimum of 70 percent discount from Oracle list prices; and
  • Consolidates more than 350 existing software maintenance agreements (which will be migrated at recompete points into this ELA), with support payments frozen through fiscal year 2018.

Symantec Enterprise Licensing
Under the DON ESL IT Efficiencies initiative, the Department of the Navy announced on April 3, 2014, that DLT Solutions was awarded the ESL fixed-price Blanket Purchase Agreement (BPA) and concurrently awarded an Endpoint Encryption Enterprise Licensing Agreement (ELA) for Symantec Software under the BPA. This BPA is comprised of a base year with four one-year option periods. If all the options years are exercised the potential value of the BPA is $322 million. The ELA period is three years and has an estimated value of $12.73 million. The estimated savings of the ELA over historical non-ELA license costs is approximately $16.89 million over the three-year period. The initial order is for 8,396 New Endpoint Encryption licenses and 810,219 maintenance renewals for existing licenses. The total cost of the initial order is $520,000 million.

ActivIdentity Enterprise Licensing
Under the DON ESL IT Efficiencies initiative, the Department of the Navy Enterprise Software Licensing ActivIdentity Blanket Purchase Agreement (BPA) was awarded on April 10, 2014 to Software Information Resource Corporation (SIRC) for an estimated $8,110,000. The agreement (N66001-14-A-0059) includes a base year and four one-year options. The estimated savings of the ESL over historical costs is approximately $6 million over the five-year period.

Microsoft Enterprise Licensing
The Department of the Navy signed an enterprise licensing agreement July 5, 2012. All procurement of Microsoft brand software licenses including software assurance (SA), SA only, and subscriptions and SA-step up (SASU) for desktop and server based products must be acquired through the Microsoft DON enterprise licensing agreement (ELA) if that product is offered by the DON ELA.
This agreement, valid through 2015, consolidates previous Microsoft enterprise licenses; and, therefore, optimizes cost savings by leveraging the full purchasing capacity of the department. Acquired licenses and SA must be compatible and interoperable with existing DON hardware and technology equipment. The maximum dollar value, including the base period and two option periods, is $700 million.

Use of DON ELAs, where available, is mandatory by all DON organizations and programs per the joint memo “Mandatory Use of DON Enterprise Licensing Agreements,” which was signed Feb. 22, 2012, by the Department of the Navy Chief Information Officer, the Assistant Secretary of the Navy for Research Development and Acquisition, and the Assistant Secretary of the Navy for Financial Management and Comptroller.
